wrong in its attitude as it formed the Government after a Convention of only fourteen men when according to the rule of the Kuomintang the presence of twenty-three persons was necessary. The Central Executive Committee (of which Mr.Wong is the Chairman) has no serious quarrel with the Nanking faction. It will be ready to receive back into its fold the members of the Nanking Party as soon as they acknowledge it as the supreme authority in the Kuomintang. Tang Seng-chi has already publicly announced that he would submit to the authorit of any Central Executive Committee that is properly constituted Kr. Jong intends to call for a conference of twenty-three persons, which would include the fourteen now at Nanking, so as to legalise the position. At present, as Nanking does not recognise the Central Executive Committee, the Committee may establish itself for the time being in Canton until all the conflicting factions have been reconciled, when it will be removed to Nanking.
Now, he wishes to speak about his own view in regard to the work of reconstruction in won tung. During the last several years the people have been heavily taxed, and all the money has been spent on internal warfare. The time has now come when those in authority in the province should give their attention to constructive work. The Government should give suppress piracy and brigandage, construct roads and other necessary public works, and generally do such things as will promote the prosperity of the people. As a matter of fact, only a couple of hours ago he informed several officials who have come down to Hong Kong to meet him, that in his view the expedition against Hunan should be cancelled so that the undivided attention of the Goverment could be devoted to
reconstruction.
